ATLANTA - Cobb County officials said Thursday a mix of existing tax revenue as well as new levies on business and tourism will be used to fund the public portion of a new $672 million Braves stadium planned for 2017. Vincent Kompany Jersey . Under the terms of a 30-year deal released by the county, the Braves would put in $372 million, or 55 per cent, and Cobb County would be responsible for the remaining $300 million, or 45 per cent. The Cobb County Board of Commissioners is set to consider the deal on Nov. 26. "Its an excellent deal for Cobb County," commission Chairman Tim Lee said in an interview. "Its great to have a national organization like the Braves relocating to Cobb County. Its creating jobs and stimulating the economy." Key details of the planned financing was revealed days after the Braves announced the team was leaving downtown for the suburbs, moving about 10 miles north on Interstate 75. The decision caught many by surprise, including Gov. Nathan Deal and Atlanta Mayor Kasim Reed. Deal has said hes happy the team is staying in Georgia, while Reed has been defending his decision not to compete with Cobb Countys offer. The public contribution for the Cobb County deal is far lower than initial reports of up to $450 million and also below the average of nearly 70 per cent cited by experts. The Braves said in a statement the team would be assuming more than 90 per cent of the upfront costs for the 42,000-seat stadium, minimizing the amount of bonds that would be issued. The stadium would be owned by the Cobb-Marietta Coliseum and Exhibit Hall Authority and operated by the team. The Braves would pay $6.1 million annually in rent and payments from naming rights, parking and advertising revenue, and that money would cover the teams annual bond obligation, according to information provided by the county. "This is a very sound deal for the Braves, the Cobb taxpayer and the Cobb business community," said Mike Plant, the Braves executive vice-president of business operations. The team has no plans to use personal seat licenses to help pay for the stadium, said Derek Schiller, the Braves executive vice-president of sales and marketing. The licenses have been an unpopular element of other stadium deals and require an upfront fee from season ticketholders. Under the plan, the county would use a mix of $9.61 million in existing revenue and $8.29 million in new taxes on business and tourism to collect the $17.9 million per year to cover the principal and interest of its share of the 30-year bonds that would be issued, according to the terms. It was not immediately clear what revenue sources might be used for capital maintenance expenses to be shared by the team and the county. Georgia State University economics professor Bruce Seaman said the plan appeared balanced with multiple sources of revenue, although he cautioned transportation must be a priority given existing traffic congestion in the area. "Additional congestion is a property value killer," said Seaman, who has done some fiscal analysis for the Braves. He said traffic could adversely affect any property value appreciation included in the countys revenue estimates. The project does include $14 million toward transportation improvements, although the long-term infrastructure plan remains to be seen. Of the new taxes, the county plan calls for $5.5 million would be generated annually through a new levy on area businesses, as well as $400,000 in a new 3 per cent car rental tax in unincorporated parts of the county and $2.7 million from a new $3 per-room, per-night charge for surrounding hotels and motels. Brooks Mathis with the Cobb Chamber of Commerce said the deal has the support of the business community and noted there were no plans for residential tax increases. "The businesses in the immediate area are all on board," Mathis said. "They know that they will benefit directly from this investment by the Braves in the community." Cobb County officials also plan to reallocate $8.67 million annually in existing property tax revenue. That money is currently being used to pay off another bond that will expire in three years, when the stadium bonds are expected to be issued, according to the commission chairman. In addition, a local business improvement district has pledged $10 million. Atlantas mayor has said the city couldnt afford to match Cobb Countys offer, saying the city would have been forced to take on some $200 million in debt to appease the Braves while facing a $900 million backlog in infrastructure projects. There is a two-man race for the best fantasy catcher heading into the 2014 season; the battle being waged between the St. New York Jets Jerseys . You can make an argument for Posey, who has more power and likely has a higher offensive ceiling, but hes also coming off a bit of a down season, during which he hit 15 home runs in 595 plate appearances. While Molina doesnt have the same power ceiling, only hitting more than 15 homers once in his career, hes hit over .300 in three straight seasons and can run a little bit, swiping 36 bases over the last five seasons. So, base-stealing provides an edge for a Molina. Who would have guessed? If you cant land one of the premier catchers, there are still some solid candidates on the next tier. Colorados Wilin Rosario has mashed 49 homers over the past two seasons, more than any other catcher, and hes just turned 25, so theres room for him to get better. Milwaukees Jonathan Lucroy has raised his offensive game in the past couple seasons, slugging 30 home runs and hitting .295 despite missing some time in 2012. There are a couple of wildcards at the position due for position switches. Minnesotas Joe Mauer is headed to first base while Clevelands Carlos Santana, whose 147 runs scored leads all catchers over the past two seasons, is looking at either designated hitter or even third base. While that might offer better longevity, its not as though Santana is going to play dramatically more even with a position switch. I had a couple of things happen this week that show how great the fans of the CFL are and how special it is for all of us to be part of this league. Juan Fernando Quintero Jersey . First and foremost it was great to see how quickly the ALS challenge has and will continue to help bring awareness and donations to help fight the disease. The players and people of the league are always eager to help whenever possible. I have a few interesting stories about interactions with fans and although it is a little weird for me to be recognized at times it is usually a nice thing meeting the many fans of this league. I was at a restaurant by the airport in Toronto after the Argo game Sunday night having a late dinner before I checked into the Airport hotel. I was at the bar and a young guy came over and said he was from Winnipeg and he wanted to say hi. He was a season ticket holder for the Bombers and was very complimentary and said that he was disappointed in what had happened to me when I was released. I told him I appreciated the kind words and I have been doing fine since that day. As he and his friend were leaving they said goodbye and asked about the new regime for the Bombers. I said he should be excited in the guys who are running the team now, I would call them all friends of mine and I have great respect for them. He was excited about continuing to see the season unfold. A while later I went to pay my bill and the bartender told me the two guys who left had picked up my entire bill! When they asked to buy me a beer, I said I was fine and I appreciated the offer but they didnt listen and paid for the whole thing! It didnt need to be done, but the gesture was and is appreciated. I still live in the City of Winnipeg and the people are very positive and great to interact with then and now. I remember after my first year in 2010 we had a CFL-record nine losses by four points or less. I was outside the house the day after the season and an elderly gentleman walked by and said, "you the Bomber Coach?" I said "yes" and he said "tough season" to me and I replied "yes, I was expecting a lot more." He didnt miss a beat as he kept walking by and said "SO WAS I". The same day I picked my daughter up from day care and a father with his kids said "nice season coach" positively and I said "you and I got different ideas of what good is". He stopped me and said "it will take time and you will get it turned around I believe". Both are examples of great CFL fans. I received a note and a Bomber jersey with my name on it and green numbers with 82 on it this year. This baffled me until I read the note. It was from a woman from Quebec who told me in the note that she was a big football fan and had her ninth (yes, ninth) child at the start of the 2011 season. She would PVR the games and watch them during the long nights with the baby. The Bombers became her favourite team and I (along with Marc Trestman) became one of her favourite coaches. She had a great time during those sleepless nights with the baby watching the Bombers season, winning first place and advancing to the Grey Cup. In 2012, she actually went out of her way and contacted Plymouth State College - my alma mater - and asked them to find my number in their archives. She actually got herself a Bomber jersey before the season and added green numbers (which were my college colours) to the Bomber jersey with my name on it. She said she was sorry to see that I had been released and had some kind words of encouragement as well as the jersey she had made up. These type of letters and E-mails and correspondence with people are amazing and mean a lot to all the players and coaches in the league. This letter and gesture meant a lot to me and shows how connected the fans are to the game we all love. My last story happened this past Tuesday night. I was helping with the ALS challenge at a friends house and I met an individual who is a big Bomber and CFL fan. But instead of talking about the season or about TSN, he wanted to tell me about when Matt Dunigan came to a fundraising breakfast when he played in Winnipeg years ago. He went on and on about the function and how great it was that Matt came and how well Matt did at the breakfast. Its safe to say that Matt only met this person once and it was years ago but he remembers it still and Matt made such a great impression on him for helping with the cause. Woods has been the games biggest draw since he turned pro in 1996, and with limited information about his recovery, speculation was starting to build that he might not make it to any majors this year. "After a lot of therapy, I have recovered well and will be supporting my foundation next week at the Quicken Loans National," Woods said on Facebook. "Ive just started to hit full shots, but its time to take the next step. I will be a bit rusty, but I want to play myself back into competitive shape. Excited for the challenge ahead." This is the first year for a new title sponsor at the PGA Tour event that donates its charity money to the Tiger Woods Foundation, and the tournament earlier this year secured an agreement to return to Congressional every other year through 2020. TORONTO - R.A. Dickey may have gotten the win on Tuesday night, his fourth victory of the season, but he suggested afterward he would spend the next 18 hours beating himself up over the way that seventh inning played out. Dickey started the inning with a 5-1 lead, the Jays had just scored three in the sixth to pad their advantage, but he wouldnt finish the inning. In fact, he didnt get an out over four batters. A lead off single by Asdrubal Cabrera could have been erased on a double play ground ball by David Murphy, but Brett Lawrie booted the hot shot at second base. A walk and a hit batter later, Torontos lead was cut to 5-2 and Dickeys night was over. Aaron Loup came in and chipped his way out of Dickeys jam, although two inherited runners scored to trim the lead to 5-4. That would be the games final score. The knuckleballer wants to pitch deeper into games but he knows his stat line isnt the top priority. "We want to win ballgames," said Dickey. "Regardless of how I feel about how deeply I go. If thats the right move, its the right move and if it ends in a win, great. I just think that Im more than capable with the stuff that I possess presently to be able to go deeper into games and I think I will." Dickeys thrown 53 2/3 innings over nine starts. Thats relatively simple math: hes averaging just less than six innings per start. Last year, Dickey averaged almost 6 2/3 innings per outing. There are a lot of starts left but using the current numbers, a two out per start difference means the Jays bullpen would be asked to pick up about 70 more outs in Dickeys starts over the course of a full year. "More frustrated is kind of how I feel," said Dickey. "I think some of its just baseball, i.e. a hit batsman or a single on a 1-2 count that you should have gotten the guy out on. I dont want to over-think it or overanalyze it but at the same time I also want to be honest about the things I maybe could do differently to get us deeper into the game." Dickey is healthy, something he couldnt say this time last year as he pitched through a strained muscle in his upper back. He isnt tiring later into games, something he suggested was happening earlier this season and when he studies his velocities inning-over-inning the readings reflect improved durability. Hes pleased just as much with the movement on his knuckleball. "I think, from my end, I just have to keep feeling good," said Dickey. "I think as long as Im healthy and feeling good over the course of the next 24 starts, quite a few of them Ill be able to go deeper into the game if I can just stay healthy." Dickey was drafted way back in 1996. He laughs when hes told it was 18 years ago, as if hes hearing it for the first time and cant believe how quickly time has passed. Theres certainly some truth to the latter. He remembers breaking into the game at a time when it was assumed starters would take the ball and for better or worse, keep it. "Its obvious that the majority of pitchers now, generationally that are new that come up into the game, have this 100-pitch threshold where its almost like theyve been convinced that thats as far as they are capable of going because thats always when theyve been taken out of games," said Dickey. "Early on, and Im talking about 2000, 2001 when I was first up, guys would routinely throw 120 (pitches) like it was nothing and they would just suck up the innings as much as they could." Dickey subscribes to the notion that strict pitch counts can affect a pitchers approach as a game wears on. "A starter that sees that hes close to 100 pitches maybe starts to anticipate that his time may be done instead of thinking to himself, Im going to keep going through this because this is my game," said Dickey. "Theres been a shift in mentality for sure." He remembers a start at Fenway Park last September. Dickey threw a complete-game eight innings in a 5-2 loss to the Red Sox. He was in trouble early but settled down, gave his team a chance to win and saved the bullpen a days work. He points to Drew Hutchisons start earlier this month in Philadelphia. Staked to a 5-0 lead and cruising, Hutchison coughed up five runs in the sixth inning but hung in to pitch the seventh and eighth. The Blue Jays would win 6-5 in 10 innings that night. "I do think that there are certain times on a case by case basis, depending on the game situation, where its good for the starter to grind through that seventh and eighth inning," said Dickey. "I did that a number of times last year when I would give up four or five runs and go seven or eight innings just to save the pen. Now, were early in the year, were trying to get wins, however (Gibbons) thinks that we can do that, thats what we should do." WAGNER ON THE CAROUSEL Neil Wagner is back with the Blue Jays, recalled before Wednesdays game against the Indians. Hes up for the second time this season. As a player with options remaining, trips to and from Buffalo are to be expected when part of an organization that sees value in regular player movement.
